Metropolitan Lynchburg-Moore County Government will hold a public meeting on Monday, August 25th, 2025, at 10:00 AM at the Historic Moore County Courthouse, 196 Main St., Lynchburg, TN 37352, to discuss the closeout of a Federally-funded (HUD) Community Development Block Grant (CDBG) Project.
The purpose of the meeting is to review the completed project, the total costs, and the use of CDBG funds meant to address safety concerns and provide necessary street improvements to Main Street, Morgan Street, Wall Street, Magnolia Street, and Cemetery Street. The public is invited to attend and participate.

Separate sealed Bids for the 2025 Water Treatment Plant Improvements – Tube Settler Replacement will be received by the Metro Moore County Utility Department at their office located at 705 Fayetteville Highway, Lynchburg, TN 37352 until 2:00 P.M., Local Time, on Monday, August 11, 2025 and then at said time and place publicly opened and read aloud.

Pursuant to Section 67-5-508, Tennessee Code Annotated, the property assessment records of Moore County will be available for public inspection at the Assessor of Property’s Office located at the County Courthouse during normal business hours. Any person desiring to inspect these records may do so at the appointed time and place.
The Moore County Board of Equalization will begin its annual session to examine and equalize the county assessments on June 2, 2025.
THE BOARD WILL ACCEPT APPEALS FOR TAX YEAR 2025 ONLY UNTIL THE LAST DAY OF ITS 2025 REGULAR SESSION, WHICH WILL BE June 13, 2025.
The Board will meet each weekday from the hours of 9:00AM to 11:00AM in the Assessor of Property’s Office at the County Courthouse.

Tourism Asset Development for Metro Lynchburg Moore County Government
Issuing Organization: Metro Lynchburg Moore County Government
Purpose: Metro Lynchburg Moore County Government seeks qualified vendors to submit proposals for the comprehensive development of tourism assets utilizing funding provided through the American Rescue Plan Act of 2021 (ARPA). Selected vendors must provide assistance in grant administration and comply with all ARPA funding guidelines.
Project Completion Deadline: All projects must be completed no later than December 31, 2026.
Scope of Work: Proposals must address the following:
1. Visit Lynchburg Brand Development
• Complete branding kit including logo, typography, color palette, and imagerystandards.
• Comprehensive brand guidelines document.
2. Visit Lynchburg Sub-branding Assets
• Development of sub-brand identities aligning with primary branding.
3. Visit Lynchburg Tourism-Focused Website
• Stand-alone, responsive, user-friendly website designed for visitor engagement.
4. Visit Lynchburg Visitor Guide
• Comprehensive visitor guide inclusive of area highlights, accommodations, dining, shopping, and local experiences.
5. Photography Portfolio
• Creation and editing of a portfolio containing at least 100 high-quality images representing county-wide attractions, available with full digital and print licensing.
6. Social Media Management
• Establish and manage active Facebook and Instagram accounts.
• Minimum two (2) dedicated posts per week highlighting shopping, lodging, dining,events, and attractions.
7. Wayfinding Signage
• Design and installation of walkable wayfinding signage in the downtown area, distillery district, and local park.
8. RV Park Branding and Signage
• Development of branding kit and guidelines for the Lynchburg RV Park.
• Installation of informative and safety-focused park signage, incorporating remote booking technology.
9. RV Park Booking Website
• Develop a dedicated, user-friendly website for RV park reservations and management.
10. RV Park Operational Plan
• Provide a detailed operational plan or identify a qualified vendor to manage RV park bookings.
• Must be operated with a non-profit operation model
• Required fee structure: $25 per night, per booking paid to Metro Government;additional fees must support booking operations and RV park marketing.
11. Historic Walking Tour Development
• Creation of a guided historic walking tour.
• Develop collateral including logo, guide materials, and approved historicalcontent verified by the local historical society.
12. Guided Tour Operational Plan
• Develop a detailed operational plan for guided tours or collaborate with a qualified vendor.
• Must be operated with a non-profit operation model
• Revenue generated from tours must be reinvested into tour operations andmarketing.
Proposal Requirements:
• Vendor background and experience in tourism asset development.
• Detailed approach and timeline for each deliverable.
• Itemized budget including grant administration services.
• Examples of prior similar projects.
• At least two references from previous clients.
Evaluation Criteria:
• Experience and expertise in tourism marketing and asset development.
• Proven ability to comply with ARPA grant management requirements.
• Cost-effectiveness and budget management.
• Creativity and quality of proposed solutions.

Separate sealed Bids for the Kamstrup Meter Replacement will be received by the Metropolitan Lynchburg Moore County Utility Department at their office, located at 705 Fayetteville Highway, Lynchburg, TN 37352 until 2:00 P.M. local time, on Thursday April 24, 2025 and then at said time and place publicly opened and read aloud.
