3 Rivers' updated site plan OK'd

Tuesday’s Planning and Zoning Commission meeting wrapped up in less than 25 minutes with the quick work of several plat reviews that were unanimously approved:
- Thomas and Pamela Taylor – dividing property into two lots on Majors Cemetery Rd.
- Michael Williamson – rezoning on Powell Hollow Road
- Lisa Ford – rezoning on Mount Herman Road
Larry and Dorothy Womble requested to divide a 0.6-acre lot at 44 Main St., and were directed to request a variance from the Board of Zoning Appeals.
“That’s a nonconforming lot,” P&Z board member Scott Fruehauf explained. “A bunch of the old lots in town are nonconforming to what we allow today, so you’ve got to go to BZA. All we can do is what fits in the book – and that doesn’t fit in the book that we have today.”
3 Rivers General Manager Marshall Miller presented an updated site plan from the facility's engineering firm, Gresham Smith, for a berm at 852 Goodbranch Rd. Miller noted environmental specialist Tony Grow, who is working on Moore County’s behalf, had OK’d the plan.
The berm was worked into the site plan as a safety measure following a tank rupture at the anaerobic digester on Sept. 10, 2024.
The company purchased the adjoining Dickey farm on Goodbranch Road, where a surge wall would help contain potential spills. Additionally, vegetation buffers will be at both ends of the property to provide an added layer of environmental protection.
The ongoing discussion regarding mobile homes and the potential for trailer subdivisions was tabled until August. P&Z Chair Dexter Golden was absent on Tuesday, and the board chose to wait until he is present to hear the results of his research.
Fruehauf said he would like to see mobile homes be governed the same as traditional homes.
