A state licensing hearing involving a bridge assessment Bhegani Engineering prepared for The Retreat at Whiskey Creek has been postponed until Oct. 1.
The proceeding had been scheduled for Aug. 6 before the Tennessee Board of Architectural and Engineering Examiners. Kassam Bhegani told the Observer on Thursday that a full docket caused the postponement.
Bhegani said the hearing has been reset for 9 a.m. Oct. 1 at Davy Crockett Tower in Nashville.
The assessment described the bridge as structurally sound and code-compliant and concluded it could support expected loads, including emergency vehicles and intermittent construction traffic.
Bhegani, the firm’s president and engineering manager, previously said that he has never claimed to be a licensed professional engineer. “I am not a Professional Engineer,” Bhegani said. “I am a certified Engineer Intern.”
Bhegani Engineering has said Jonathan Clark serves as its designated engineer of record and supervises its professional engineering work. Clark is licensed in Tennessee as both a professional engineer and an architect.
Clark previously told the Observer that his project-specific work on Whiskey Creek would begin when the matter reaches the stage requiring a stamped-and-sealed engineering submission.
Bhegani Engineering has characterized the document at issue as an initial bridge review, not a final engineering report requiring a professional engineer’s stamp and seal.
The licensing matter has become part of the broader Whiskey Creek dispute, which includes county concerns over bridge access, construction traffic, emergency response, and the engineering documentation submitted for the development.
The postponement is not a ruling on the licensing matter and does not establish that a professional violation occurred.
